In order to meet the Central Government requirement of ‘Decent’ homes as part of its Sustainable Communities Agenda, the London Borough of Waltham Forest, following tenant consultation, created an Arms Length Management Company (Ascham Homes) to undertake this for its 11,500 stock . Ascham Homes have adopted a strategic partnering arrangement for all major programmes and procurement routes that work to support and develop local supply chains in order to deliver this.

As part of its strategy of implementing Strategic Partnering and embracing the Rethinking Construction Agenda, with the overarching objective of securing 2 stars (following inspection from the Audit Commission), Ascham Homes elected to commence a series of procurement exercises to appoint private sector partners for their repairs and maintenance services and decent homes, capital, works to its housing stock.

Service

PML were subsequently appointed as both Programme Manager and Partnering Advisor for this project alongside  the procurement management of the project thus covering both Strategic and Operational functionality

Specific activities included, but were not limited to:

·          Work programme development

·         Review of all available partnering forms of contract and development of recommendations for senior management

·          Production of the specification documentation, contract documentation based on the PPC2000 and TPC2005 forms of contract

·         Development of evaluation strategies and independent evaluation of documents received

·         Organisation of supplier conferences, briefings,  workshops and other communicative events

·         Organisation and delivery of change management, partnering and project management training

·          Financial appraisal and value for money model development

·          Management of the internal legal advisors

·          Presentations and attendance as required at meetings and committees

·          Strategic management of partnering arrangements

·          Communications Strategy development and implementation

·          Quality Plan development

·          Risk Register and mitigation plan development and monitoring

·          Development of project report and Partner reporting formats

·          Project office procedure development and establishment

·          Development of Resident Liaison procedures for use by all Partners

·          Development of waste management strategy for use of all Partners

·          Development of apprenticeship and local labour strategy

·          Benchmarking of costs and performance with other organisations and authorities

·          Capture and use of lesson learnt information

·          Development of Ascham Homes Decent Homes Strategy

·          ‘Critical Friend’ role provided to Property and Investment function up to, during and following the Audit Commission inspection which resulted in achievement of 2 stars and praise from the Audit Commission for the effectiveness of the Strategic Partnering arrangements that have been established, PML are now supporting Ascham Homes in their pursuit if 3 stars in 2009
